The problem is it resembles central planning. Central planning often creates entities that start with a bang before collapsing. We had a town in australia, monarto, that was centrally planned and now a place of despair.

It is really hard to beat the free market with central planning unless you are trying to improve moral outcomes (e.g. help the poor, sick and elderly). Bidders are going to be naturally attracted to areas they think are most likely to work, so you give them the best chance if you let the market decide.

True, but then we end up paying the price for one free market club's bad decisions (WU) instead of the centrally planned league choosing an appropriate spot (Auckland).

It's funny because I don't disagree with your point, I just don't want another WU 😅

Yeah in the end if one approach works better on average there will always be counter examples

We also don't know if Auckland future looks more like adelaide or more like wsw. Monarto was great to start too and the deceptivess of central planning is it really does work better at first before declining into despair
 
The federations always want control. Imagine if the Championship said, “oh if you play EPL that’s fine but if you get relegated you start back in League 2.
I realise geography and finances are major issues, and the break between seasons is not long enough to prepare, get sponsorship, players etc. But you need to let clubs make the decision.
So promote two clubs every two years. The short form National League selects the promotion order from the top 8-10 clubs in the country.
Clubs have about 18 months to get their houses in order. They still play in their Federation league. A few rules. If you agree to be promoted and fall over financially, you can’t be considered again for 5 years. This encourages clubs who don’t think they are financially secure yet to pull out. You must agree to promotion or pull out with at least 12 months for the next team in order to get their ducks in a row.
New clubs, get first dibs on players from relegated clubs. They are considered uncontracted unless they stay with the original club. Relegated clubs can only stay up if there is no club wanting to take their place.
