I'm only focusing on Volpato/Beard case. If he played a friendly for Italy, he would not be tied, same for if he played a friendly for Aus. FIFA states it has to be 3 competitive games.Yes, they don't count for locking in, but it does count for setting your initial 'nation'. This can only be changed by a player once.

The kicker there is, that it doesn't say anything about "A" internationals (which is overage international matches, so Socceroos and Matildas), so it includes ANY LEVEL in ANY KIND of football.
Thus, in the instance of Volpato - should he choose to change from Italy to Australia, yes he will be cap-tied after playing a friendly.
Beard was able to change as she had only played for Australia and met the criteria to change under Article 9 Par 2.
Beard did not play competitive games, hence she could change.
