Elo is probably the most reliable indicator. The late 80s to early 90s we have a similar elo to the 2014-2018 campaign period so probably qualify by the skin of our teeth or just miss out. The late 90s to 2010 we probably qualify comfortablyThere is no doubt the more matches gets you battle harden, I agree with you.
But look at the 2014 & 2018 campaigns, we only qualified by the skin of our teeth.
I still don't think under the NSL do we qualify, the infrastructure was poor, you dismiss the Asian qualification route as being easier than the Oceania, while I agree on match hardness, I disagree.
To qualify thru Asia, you need coaches like Guus, Pim, Ange, 2020 Arnie & Poppa & not Farina, 2007 Arnie & the likes & the SA does not have the infrastructure to get coaches like FFA (FA) does.

Having said that, teams improve not just when they get more players but when they play more regularly, so the elo pre asia is probably lower than it would've been if we were in asia playing regularly. I suspect that we are in the "qualify comfortably" period in the early 90s and late 80s too once you take that factor into acount, but very difficult to know one way or another
