I may live in ignorance, but I thought "ultras" were tossers who went to the football, and are fans of their club, but first and foremost they were after the notoriety of being rebellious and some were after the violence and discord. Having watched, and loved, ID (Inter District and the 'Shadwell Army' not Willhead Smith and aliens), which was based on Millwall fans and hooliganism - they were passionate fans of their club but the fights and violence were a huge part of it. I consider the most hardcore of the hooligans to be in the sphere of ultras.
