There doesn’t have to be intent. It just needs to be reckless and dangerous, and Balogun’s action was both. It’s a red every day of the week.
I think that lack of consideration of intent is where it has gotten really frustrating. Essentially what occurred was a defender went to make a routine clearance and an attacker, who he wasn’t even looking at, placed his leg in a position between the ball and the defenders ‘swing of the foot’ that was already in motion.
My question is, in that circumstance what does FIFA suggest the defender should have done instead? Not swing his leg just in case an opponent might put their leg in the way.
The situation is totally different to when an attacker is in the vision of a defender and the defender can see that the attacker has a play at the ball.
Now, if intent has no relevance at all, why was the US foul on Metcalfe not a pen?
We’ve already seen pens waved away earlier in the WC when it was deemed the attacker moved into the line of the defender. This is very similar. The defender can’t stop half way through swinging his leg even if he did become aware.
Strange that intent is the basis for handball decisions- it is the assumed intent that you are trying to make your body bigger to gain an advantage that means that arms not in a natural position is a pen but by your side is not.
 
It was as clear a red as you could ever see. He nearly snapped the guy’s ankle in half with his studs. Since when is that kind of contact not reckless and dangerous?

Yeah, but you could interpret the contact as reckless and/or dangerous especially with it's potential to injure. Reds get given all the time that aren't necessarily intentional. Intentional is not a pre-requisite for a red in the rule book.

Reds are given all the time, but that's because the game has gone soft.

Messi's stamp was worse and get didnt even get a booking.
