Maybe make the penalty shootout worth half a goal (which is basically giving advantage but somewhat stops a team sitting back since a goal puts them behind and not equal). Can't then have a draw and you still play out the extra time under normal rules.

Problem is you can still have a draw in a penalty shootout of one kick for each outfield player. Which would cancel the effect of having the shootout since you might still need to separate the teams after extra time.

Could play extra time under tennis tie-breaker rules - first team 2 goals ahead wins. Then make it Rollerball final rules - no timeouts, no breaks, no substitutions, play till there is a winner. Or use dropout rules in extra time - each team loses a player each x minutes and maybe have the player chosen by the opposition each time - except that goes against your team concept and puts it back on individuals winning/losing - game could end up as 1 keeper and 1 outfield player each side.

The thought process is lets say a team is down to 8 players and 1 GK. The opponents can withdraw 2 players from the process. So 8 kicks each. If it is tied, another round. Sure you could say in the first set if a team goes 3 in front they get advantage. The crux is penalty shootout first to determine an advantage/half goal rule. Then play the extra time. We all would have differing opinions on how to implement the specifics. Mine are no better than yours.

If you lose, you lose as a team and not because one or two individuals kicked wide/over or a spectacular save from the GK. It is a team game.

And personally I do find it amusing to entertain thoughts of what could be without wanting it to happen.

As much as I would want the Socceroos to be that much better, who says we would be the underdogs? ;)

It's been done well by Nic before but the Orient and North Africa need to be one. They've got the Arab Cup after all. Sub Saharan African as one then an AFC split and all the likes of Kazakhstan join the AFC.

Israel don't take issue facing Iran in sport. Iran meanwhile... Any nation that refuses or is deemed to be unable to face another in sport should simply be suspended.

A lot of crao affects UEFA draws. Central America play each other despite certain histories.
 
There's a reason they stopped doing golden goal. Extra time turned into a borefest with both teams not wanting to concede.

Shootouts are fine. Great drama and great TV.

They should trial tweaking the penalty order so that matches it with the tiebreaks in tennis. (I think I read 60% of the teams that take the first pen win.)
