It really doesn’t make sense either. Like if they’re worried about riots in Nouméa (which can happen but aren’t currently on the agenda despite the deep divides among people who walk side-by-side daily) then they can always move it to somewhere outside Nouméa. Hiènghene Sport don’t even play in the same province yet they’re one of the most successful teams in the Super Ligue.
