my guess is it was a penalty and a goal and the ref was confused what the rules were since the pen came first
That’s never the case, advantage is played and the goal overrides a potential penalty. This is the case even when there is no VAR.

So I’ve got no idea why the long delay, apart from incompetency on the part of the VAR officials.

A FIFA panelled referee (or at least someone at the top level in whatever country they are from) who doesn’t know the laws of the game? If that’s the case then AFC refereeing is a bigger basket case than I thought.

I mean I'm credentialled to drive a car but forget the occasional obscure rule

It’s not an obscure rule. It’s called playing the advantage. It happens quite a few times every game.

Think about it - if the ball had clearly gone in by hitting the back of the net, no referee at this level (and I include VAR in that group) is going to be pulling the game back to give a penalty.

I suppose the alternative is even less flattering though, that it took 6 minutes to tell it crossed the line

Yes, the fact that it took them 6 minutes to give the goal is ridiculous. As I said before, it doesn’t make AFC refereeing standards look that great.
