I suppose, but Croatia has a smaller population and came second and third at the 2018 and 2022 World Cups. Some would argue that Yugoslavia’s population was much larger when it existed, but it’s been 35 years since Croatia broke away so most of today’s Croatian footballers didn’t develop in Yugoslavia, they developed in Croatia.

Well, the HNL is a better league than the Premiership even though Croatia has a smaller population than Scotland.
