on that note - RWC follows the 24 team Euros/Asian Cup/ 80s FIFA World Cup format
Interestingly, even as hosts, we weren't seeded - Wallabies were Pot 2, and have been put in Pool A with New Zealand, Chile and Hong Kong

I think they would have, but RFL/IRL (I can't remember the international governing body name) decided to reduce from 16 back to 10 - a lot of countries have kicked a stink about this
