AFC east/west split & OFC

Yeah I did almost the same thing for this (just checked my spreadsheet for this is three years old 😳). I've spotted that you left out Macau from your Pacific list, and put Mongolia in the New Asia pots.

In the East, I'd like to see something like this. A play-in with the lowest 20 nations, 4 groups of 5, play each other once. I don't want to expose Guam to 30-nil Japan beltings. Top 2 from each group join the top 12 ranked east nations. Then another 4 groups of 5 for the WC Qualifiers, double round-robin. Winner of each group goes to the WC. All four runner-ups can playoff for the rest. And similar thing for the West, albeit with less nations. While groups of 5 means there will be byes, it gives us some friendlies to experiment.

Yep, that's probably what that error I thought I had was that I couldn't find

Given that any change would need to be before the next world cup cycle this is my rewrite. I wanted revolution but settled for evolution.

Realignment of confederations for better geographical, cultural, and logistical sense while promoting development in high-population regions, reducing extreme travel burdens, and protecting vulnerable areas like the Pacific.

New Confederation Structure

ConfederationFIFA MembersComposition & Key Changes
CAF + WAFF66Current CAF (54 African nations) + WAFF 12 West Asian nations (Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman, Palestine, Qatar, Saudi Arabia, Syria, UAE, Yemen). Creates a compact Afro-Arab bloc with shared cultural ties and shorter travel.
UEFA55Unchanged (Europe + outliers like Israel/Kazakhstan).
New Asia-Oceania46Remaining AFC nations (35: East, Southeast, South Asia incl. Japan, Korea, Australia, China, India, Indonesia, etc.) + all OFC (11 Pacific nations incl. New Zealand, Tahiti, Fiji). Focused on Pacific Rim population giants for development.
CONCACAF41Unchanged (North/Central America + Caribbean).
CONMEBOL10Unchanged (South America).
Total~211Matches current FIFA full members.

World Cup Qualification (48-team tournament) Total: 46 direct slots + 2 via inter-confederation playoffs.

ConfederationDirect SlotsSpecial Provisions & Qualifier Notes
UEFA15Standard large groups + internal playoffs. Compact geography keeps logistics easy.
CONMEBOL5Single round-robin (home/away); top 5 qualify. Preserves ultra-competitive intensity.
CAF + WAFF13Multi-stage: Preliminary rounds for lower-ranked, then large groups with sub-regional zoning (e.g., North Arab, West Africa) to manage size/travel.
New Asia-Oceania101 guaranteed direct slot reserved for former OFC portion (Pacific nations play separate prelim tournament; winner qualifies directly — protects current real-world OFC guarantee, usually New Zealand). Remaining 9 slots: Full confederation qualifiers open to all 46 members (groups/knockout stages).
CONCACAF3Tiered format with Nations League integration + final stage (e.g., hexagonal/octagonal).
Total Direct46

Inter-Confederation Playoffs (4 teams → 2 spots)

Participants (1 from each):
New Asia-Oceania (best non-qualified from main qualifiers; OFC already protected directly)
CAF + WAFF
CONCACAF
CONMEBOL
Format:
Fully random draw (no pre-seeding or protection).
Two semi-finals: 2 legs each (home-and-away).
Final: 2 legs (home-and-away).
Standard rules (away goals, extra time/penalties if needed).
Creates unpredictable, high-drama ties with home crowds, varied conditions, and revenue spread across nations.

Overall Benefits & Rationale

Geography/Logistics: Fixes AFC's extreme East-West travel by grouping WAFF with proximate North Africa; New Asia-Oceania travel is challenging but shorter than current AFC extremes.
Development: New Asia-Oceania (~52% world population) gets focused resources for populous nations (India, China, Indonesia). Pacific islands protected with direct spot but exposed to stronger competition for growth.
Balance: Slight shift from UEFA/CONMEBOL overrepresentation toward size/population equity without drastic cuts to quality.
Commercial/Equity: Boosts emerging markets, ensures global diversity (Pacific team always in WC), adds playoff excitement.

Good food for thought there. My preference is creation of West Asia confederation and East Asia and Oceania confederation. New West Asia to comprise:

Iran
Saudi Arabia
Qatar
Iraq
UAE
Oman
Uzbekistan
Jordan
Bahrain
Syria
Palestine
Kyrgyzstan
Lebanon
Tajikistan
Kuwait
Turkmenistan
Pakistan
Yemen
Afghanistan
Russia
Turkey
Georgia
Armenia
Azerbaijan
Kazakhstan
Cyprus

26 nations in West Asia confederation.

East Asia and Oceania to consistent of:

Japan
Australia
South Korea
China
Vietnam
India
Thailand
North Korea
Phillipines
Malaysia
Hong Kong
Mongolia
Bhutan
Laos
Bangladesh
Brunei
Timor-Leste
Guam
Sri Lanka
Macau
Indonesia
Chinese Taipei
Maldives
Singapore
Myanmar
Nepal
Cambodia
11 nations of Oceania confederation

38 nations in East Asia and Oceania confederation.

As always, financials will have a huge bearing on the attractiveness of the proposal.

My other plan was to merge the Americas so that bigger teams in CONCACAF don't have as much of a free ride as they do now. The problem with that is the Caribbean nations would be worse of. They already get hammered. What does that Brazil and Argentina hammering them achieve (except maybe to stop Archie telling us about his quadruple hattrick plus one in the glory days of Oceania).

Have multiple stages/qualifiers like AFC, then the island nations won't get smashed when they don't progress further.

Have multiple stages/qualifiers like AFC, then the island nations won't get smashed when they don't progress further.
To be fair a lot of small Asian countries also get smashed and would be just as poor as the OFC countries, some even poorer than some OFC countries.

I could see New Caledonia (currently the second highest ranked OFC team after New Zealand) beating Pakistan (currently the lowest ranked AFC team) for example. Not just because they are way higher ranked but because they just play better football.

Hot take: after Saudi have hosted 2034, they and the rest of the Levantine bloc will be happy(enough) to share the wealth w/the rest of Asia - just not anytime before then.

I get the reasoning behind splitting up the AFC, but it's never gonna happen&doesn't need to; the Arabs just need to stop being as stingy as they accuse the judios of being..

Americas

9

Zoned preliminaries + final inter-zonal stage: • Caribbean preliminary tournament (separate knockout/groups among ~16 Caribbean nations) → winner gets 1 protected direct slot. • South American zone (10 teams): Full home/away round-robin → top 8 advance. • North/Central American zone (19 teams): Groups or league → top 4 advance. • Final inter-zonal stage: 12 teams (8 South + 4 North/Central) play full home/away round-robin (22 matches each). Top 8 qualify directly (joining Caribbean winner for 9 total). Remaining 8 slots fully open to all members — no further regional protection. Forces full exposure to all conditions (high altitude in Bolivia/Ecuador, extreme heat/humidity in Mexico/Central America/Caribbean, cold in southern winters). Brutal competition with epic cross-continental rivalries.

New Asia-Oceania

Pacific preliminary tournament (11 OFC nations) → winner gets 1 protected direct slot (maintains current OFC guarantee). Remaining 7 slots: Full confederation qualifiers open to all 46 members (zoned groups: East Asia, Southeast Asia, South Asia + Australia, with knockouts/playoffs). Overall Rationale & Benefits

Geography/Logistics: Clean continental blocs; no absurd distances.
Competitive Fairness: Americas format is merciless — CONCACAF powers face La Paz, Quito, etc., regularly; rankings truly earned.
Vulnerable Regions Protected: Caribbean and Pacific each guaranteed 1 slot via dedicated prelims.
Development & Balance: Strong boosts to CAF+WAFF (14) and Asia-Oceania (8) for growth/population; Americas (9) rewarded for depth in the toughest qualifier on the planet; UEFA still leads but meaningfully trimmed.

Could you theoretically - and this is something I looked at before, I just have to find my spreadsheet with it - remove the African nations from CAF that align more geographically with WAFF (North-Eastern Africa, essentially) and have a Gulf Confederation, and Africa still?

Alternate FIFA Confederation Restructuring Proposal
This proposal tries to align the FIIFA's confederation structure for better geographical, cultural, and logistical alignment while preserving the total of 211 member associations. It introduces a dedicated Gulf Federation (carved from AFC and CAF, including Iran), trims CAF to sub-Saharan focus, merges the Americas for continental unity, and combines remaining Asia with Oceania. Slot allocations are based mainly on the previous proposal (boosted developing regions, tough Americas competition, trimmed but leading UEFA). The World Cup uses the official 2026 48-team format (12 groups of 4). Inter-confederation playoffs feature strict neutrality.

  • Refine Boundaries: Add opt-ins for border nations (e.g., let Sudan choose CAF or Gulf) to reduce resistance. Exclude Iran from Gulf for a pure Arab bloc, folding it into Asia-Oceania.
  • Adjust Slots: Base allocations more on performance metrics (e.g., past World Cup results + population). Reduce UEFA to 14, boost Asia-Oceania to 9.

really well thought out stuff, cheers!
i would support comnebol/concacaf unison (after all the whole concept that they are different continents is the relatively recent invention of USA exceptionalism. ask any brazilian/mexican/peruvian etc and 'america' is the whole shebang)
i think separate west asia and east asia + oceania confeds is preferable to the other proffered suggestions. adding arabized african nations to west asia goes against the whole idea of continents. (sketchy as that is admittedly), and the gulf group is just too small.

The reality is that while I prefer my first option and I think it is better than the current setup - FIFA will not change in any radical way. They would need a roadmap of 15 years or more to move this radically. The straight East Asia - Oceania / West Asia is probably the easiest along with a 'pilot' of an Americas qualification without necessarily merging the confederations

Yeah I had a version in the past where - ok, it's dreaming because it would include geopolitical nightmares, but it's my version of if we ever achieved World Peaceâ„¢. I need to find the details again of who exactly is where, but it essentially meant:
  • AFC absorbs OFC, and OFC essentially becomes an sub-confederation (like ASEAN)
  • AFC then splits into East Asia (ASEAN, OFC and EAFF) which will now be known as the Pacific Football Confederation with West Asia (CAFA, SAFF and WAFF) being... I don't know what to call them.
Americas had two options for me:
  1. Merge into one super American Football Confederation, or
  2. CONMEBOL and CONCACAF more evenly split in terms of member nations. This means a border roughly from Panama (which would remain in CONCACAF) to Anguilla/St Kitts/Antigua
Then, essentially anything in UEFA that could theoretically go to Asia, goes to Asia - which for me would be the following:
  1. Armenia
  2. Azerbaijan
  3. Georgia
  4. Kazakhstan
  5. Israel
  6. Russia (maybe)
  7. Turkey (maybe)
From looking at the map, if looking to move some African nations into the new West Asia to be more a Gulf/Arab confederation, this would essentially be the far North African nations (although, yes distance/coverage wise, I accept this is a bit of a stretch)
  1. Egypt
  2. Libya
  3. Tunisia
  4. Algeria
  5. Morocco

In my post upthhread, I put 6 of those 7 current UEFA members into West Asia. However, I left Israel in UEFA and moved Cyprus into West Asia. Israel is currently in UEFA because it's seen as a better option than including it in Asia.

I thought it was for geopolitical reasons.

Yeah it is for geopolitical reasons - looking purely at a map, if restructuring it doesn’t make sense to leave Israel in UEFA, if Cyprus, Lebanon and Syria are all in West Asia
