Yeah this could be it actually - because I took a look at the knockout fixtures, and it would actually make more sense (if the premise was to keep the 3 host nations separate) to have A, B and CI think hosts are in groups A, B and D because there's FIFA constraints that stipulate that there has to be at least one top four team in the rankings for every three groups.
