They are also insanely corrupt which hinders their progress. I would be surprised if they could get all their ducks in a row during my lifetime.

You may be right, but the progress made in general in Indonesia since my first visit there in 1986 is impressive. But yes, until they sort the corruption in football, nothing happens, and that in turn is part of a larger systematic issue.

You mean $4 m a year (120 m thai baht / year or 10 m baht per month)???

Highest paid in TPL is 2 m thai baht per month (around 70,000 USD / month)

So where do you get $10 m baht per month from??
