Given the significant number of flights that Football Australia would be organising for this, they would be receiving a special corporate rate for booking as it would allow them greater flexibility in terms of pricing and amendments. I think to make this work, you would need VIC and NSW teams to part subsidise the travel costs. Given 80% of the league would be from the 2 biggest states, you would need them to step up and drive the development of this competition.It would definitely become only those that nominate and can show the financial capability to support the travel and admin costs. Some quick maths, if you started with 10 teams, 18 games H&A, with the existing 8 plus 1 from Qld and 1 from SA, travel costs come out around $750k for the full league, and if clubs paid into a shared pool (rather than pay for their own) it's $75k per team. This assumes 25 people travelling per team, 1 night accommodation twin/share, and moderate flight costs. If you went down clubs pay their own, NSW clubs would be up for $55k, Vic $78k, and Qld/SA $122k.
Would be interesting to see how the costing of this competition that the NSD clubs would have undertaken in order to determine operating costs.
