Is that like a max fee that any club can receive from a domestic transfer? Or is it just between APL-MF or MF-MF? What is the point of it these days? Just another step on the painful road to a normal football structure.

It says there is a big increase (125%) in mens players leaving overseas.

You say that but it creates a real problem when contracts aren't honoured and development is hampered because they fly under the raider. The FA and FV need to recognise that nothing is solved by banning these types of things and it needs to be allowed and regulated.
