Australian Dual Nationals 🇦🇺🏳️

“He’s gonna play for England, Antonio Arena’s gonna play for Italy, let’s not bother with dual internationals and give Popa a 10-year contract.”

— Delusional Reddit takes lol

Hopefully he does pick us. Same goes for Antonio Arena.
Yeah a little surprised by people who see volpato and segecics resume and think we are above these players. How good do they think we are lol

Arena is so young but I'd be curious hear his thoughts. To be perfectly fair it should be on his mind at that age. I think 19 is when you've got to start seeing how players are forming up.
We debuted quite a few players before their pro debut and many more based on potential

We need to be more aggressive with it, next 2nd round of qualifiers are especially crucial since a single minute locks a player

Wtf are you talking about you weirdo.

I’m gutted about all of this. The Australian football community puts time and effort and our very limited money into players and just get burned as a footballing nation. It’s so disheartening.

As a Sydney FC fan, I was genuinely just looking forward to one of our local youth products have a decent overseas career and provide some value to the national team. Instead he’s spat in our faces for maybe 5 caps for a country he might have visited once or twice on holiday who invested nothing in him and are just hoarding diaspora players.

It fucking sucks.
Probably a reaction to some of the takes ive seen on reddit which say we dont need him and he is just a benchwarmer for pompey

The dual international diaspora conundrum seems to be growing in football but at the same time there is a backlash happening regarding awarding citizenship to diaspora also occurring.

Countries are making it harder for diaspora to automatically be eligible for citizenship, as far right parties come to power across the world. Italy’s court ruling today one example.
Dont make me cheer for the croatian greek and italian far right haha

I’ve seen people saying that they don’t understand how Cristian Volpato makes our squad, then I’ve seen others saying that Italian fans on Twitter apparently want him capped (which they don’t). Why would they cap an Aussie from Sassuolo’s bench when actual Italians like Federico Chiesa from Liverpool aren’t getting much game time for them?

Similarly now that Adrian Segečić has switched to Croatia, people are saying he was never good enough for us because he’s a “Portsmouth bench player in bad form”. Nobody’s said that Croatian fans want him though, and no they don’t want him.

Correct Nic. He plays for their U21's in any Competition, Official or Non-Official, he's locked away forever to Croatia.

He can play only Friendlies for them - Underage or Senior, it doesn't matter because Friendlies have no effect on anything - if he wants to retain the right to try to reverse his change to Croatia at some future time.
I believe this is incorrect. FIFA refer to official and non-official competition. They specify official competition as follows:

The phrase “official competition” is defined in the FIFA Statutes as “a competition for representative teams organised by FIFA or any confederation”.

These competitions are World Cup and confederation competitions organised by the confederations (e.g, UEFA championship, Asian Cup, Nations Cups, etc).

FIFA does not define what non-official competition is, nor do they refer to or define friendlies. All games that aren't official competition are non-official competition, so non-official games include friendlies. The word "competition" in non-official competition does not mean the game has to be part of a game or series where the winner wins something, it just means that it is a sanctioned official game (i.e., a competition) between two Member Associations (countries) under the laws of football, and not, for example, a training session, a training game, or a game against a club team.

In addition, FIFA Article 9 Paragraph 5 covers changing back to a player's original association and it reads as follows:

A player that was: a) granted a change of association; and b) was not fielded in a match in any (official or unofficial) competition in any kind of football by the new association, may request a change of association back to his former association provided he continues to hold the nationality of such association.

FIFA also include commentary on these paragraphs, and the commentary on Art 9 Para 5 is a s follows:

Article 9 paragraph 5
106. Article 9 paragraph 5 introduces a limited regulatory exception to the restriction of being granted a change of association once only. A player who receives a favourable change of association decision but is subsequently never fielded by their new MA faces an excessive hardship.
107. A player will be permitted to reverse a change of association decision where they:
107.1 were previously granted a change of association by the PSC; and
107.2 were never fielded in a match (in an official or non-official competition) by the new MA in any kind of football; and
107.3 continues to hold the nationality of their former MA.
108. A player is “fielded” in a match where they have physically played in the match, even for a matter of seconds, whether as a starter, or as a substitute for another player.
109. The phrase “official competition” is defined in the FIFA Statutes as “a competition for representative teams organised by FIFA or any confederation”.
110. “Kind of football” refers to association football, futsal, or beach soccer.
111. There is no waiting period to request the reversal of a change of association decision.
112. The word “continues” requires the player to have held the nationality of their former MA for the whole period while their “sporting nationality” was linked to their new MA. In general, if a player has abandoned the nationality of their former MA during this period, the “genuine link” between the player and their former MA is considered to have been lost.
113. The reversal of a change-of-association decision is only permitted once, to prevent abuse and protect the sporting integrity of international competition.

So this means that if Segacic plays any minutes, senior or underage, football or beach soccer or futsal, in official competition or non-official competition, i.e., friendlies, for Croatia then he is ineligible to request a switch back to Australia.

But yeah, with that being said, this one really hurts. I’m a Sydney fan. I’ve always rated Sega. I knew he’d be good enough for the Socceroos (I said the same about Anthony Caceres, who eventually got capped then went to Macarthur and still got capped even though he wasn’t good enough anymore). So seeing dare I say a club legend going and playing for another country is heartbreaking. But I haven’t turned my back on him yet. I would welcome him back instantly.

Again really silly that he would be tied by one game for Croatia but wouldn’t have been for one game for Australia.

Maybe so, but them's the rules. I guess FIFA's thinking is that the first time someone plays for a country they will most likely be quite young and not so worldly-wise and are more likely to take up the offer without having to think about consequences, so FIFA give them a little bit of latitude if they want to change. However, later requesting a change of country requires a bit more paperwork and hopefully thinking, so FIFA's approach is ok, you want to change, but this is your last opportunity and there is now no turning back unless you don't play at all for the new country.

Maybe I haven't explained myself so well, but I hope you can see what I mean.

Yes, that’s my understanding too that - for players who have changed association - friendlies do indeed count

In the FIFA Eligibility Thread in General Football - James Kitching gave a good explanation as to why this is the case. I’ll have to chase it down

Ah, that's where it is. I knew he had posted something somewhere but I couldn't remember what thread it was in, or his user name. Thanks.
