Not quite. There is so much misunderstanding of this rule (Article 9.2 (c)), that it probably bears setting out again what it states.
A player who has been fielded by the senior National team of an Association in an official competition ie a competition organized by FIFA or any Confederation, can request a Change of Association to another sporting nationality that they are eligible for if:-
1. The player was under the age of 21 at the time they made their last appearance in an official competition for their current Association, and
2. The player was fielded in no more than 3 matches in official and/or non-official competitions for the senior National team of their current Association, and
3. At least 3 years have passed since the player was last fielded for the senior National team of their current Association - in either official or non- official competition, and
Those are the basic requirements. There is another one also and it is that the player has never participated for the senior National team of their current Association at the final tournament of the FIFA World Cup or the final tournament of a Confederation competition.
