That's not my understanding of the Citizen by descent requirement. If his dad was an Australian Citizen when he was born and spent 2 years in Australia he is eligible. If his dad was also a citizen by descent and hasn't spent 2 years in Australia then He wouldn't be eligible.

He's eligible for Australian citizenship, but not eligible to play for Australia under FIFA's nationality requirements. It's not enough to have a passport, otherwise countries could just nationalise third rate Brazilians willy nilly and become competitive. You also need to have either (a) been born in the country, or had a parent or grandparent born in the country, or (b) lived in the country for 5 years.

This rule means people sometimes fall through the cracks in a way that seems a little unfair. For example, let's say one parent (the Dad) was born overseas, moved to Australia at the age of one and then acquired Australian citizenship. If the Dad had later moved back overseas at the age of 30 and then had a son, that overseas-born son wouldn't be eligible to play for Australia, even though the son could have applied for and been granted Australian citizenship at birth through the Australian citizen father. I am pretty sure that's what happened with Jakolis.
