Exactly, that’s what I’m saying. It’s called the Circle Game. Most people have no idea that it means “white power” to some very niche online circles (i.e. white supremacists).
 
The ranking of teams in each group is determined by the points obtained in all group matches.   1. Most points obtained in the group matches played between the teams concerned;
  2. Superior goal difference in the group matches played between the teams concerned;
  3. Most goals scored in the group matches played between the teams concerned;
If, after having applied criteria a to c, teams still had an equal ranking, criteria a to c are reapplied exclusively to the matches between the teams who are still level to determine their final rankings. If this procedure does not lead to a decision, criteria d to h apply.

  1. Superior goal difference in all group matches;
  2. Most goals scored in all group matches;
  3. Highest team conduct ("fair play") score in all group matches (only one deduction can be applied to a player or team coach/official in a single match):
    • Yellow card: −1 point;
    • Indirect red card (second yellow card): −3 points;
    • Direct red card: −4 points;
    • Yellow card and direct red card: −5 points;
  4. Better position in the most recent FIFA Men's World Ranking;
  5. Better position in progressively older FIFA Men's World Rankings until teams can be separated.
 
So this Somali ref wasn't allowed in due to evidence being found that he'd been in contact with terrorists. The issue is all Somalis essentially do have contact with someone linked to something given the factions. It was dumb of FIFA to appoint him in the first place. Football doesn't make you immune if you're misbehaving or linked to some bad group. Everyone else with a plausible case got in. Scots who decided it was funny to commit crimes in the past got rejected.

He shoulda still been allowed. There’s no evidence he supports or condones terrorism and as you said Somalia has a lot of terrorism so having absolutely zero contact, even unintentionally, with people linked to terrorists is hard. In saying that, if an individual is known to support or endorse terrorism they should get fucked and be banned from the country.
