I love it, it's all fascinating stuff. I wouldn't be surprised if there's another older report. For the first time i just realized that the report recommended every player coach or ref who pays participation fees votes for congress in the member fed which would have made it the most democratic system in the world
there is certainly more than one way to skin a cat and Victoria's system of 1 club 1 vote seems sufficiently streamlinedwell that would never happen though typical of a report throwing up many options/ideas considering they are getting paid might as well make the report file nice and thick
I commend you spending the time but like HG mentioned - so many recommendations slide into thin air - maybe rightly so.
I don't think its that complicated to straighten and re direct the football ship but the main obsticle/barrier/brick wall is the APL talking top league, well leave them to deal with their product.
What the FA should be doing is focussing on NSD/Championship and the Clubs below showing signs they want to step up.
Build that and at the same time build/communicate the levels below and get everyone aligned on the direction where the game needs to go forward and prosper.
The blocks, the participation is all there, it not being used constructively at all but going through the same motions for the last 50yrs.

A system of 1 player 1 vote would in theory be more accountability but might be tricky to implement

As much as I'd like Club/players being able to have more say first we'd need to unblock the blocks and there are many.
not sure, there is a lot of pressure to get rid of the state feds, not a lot of pressure to reform them to make it more accountablePut aside vicnpl the other Feds for starters - why haven’t they considered as such or a mention anywhere
