I don't think they can, as FIFA will always make them use numbers 1-26 in a 26 player squad. The next couple World Cup's are going to be like 1998 and 2002 for them.

Yes - but I think there's a lot of that across many of the games this tournament. I will admit, this tournament I don't think the refereeing (overall) fared very well. 2018 and 2022 very impressive in retrospect.
